Amazon Updates OTDR Policy Effective February 28, 2026
Amazon has announced an important change to how it enforces the existing 90% On-Time Delivery Rate (OTDR) requirement for seller-fulfilled listings.
Starting February 28, 2026, enforcement will become more targeted.
What’s Changing
Previously, if your OTDR dropped below 90%, all seller-fulfilled listings were deactivated.
Under the new policy, only the listings that contribute most to the OTDR decline will be deactivated. Other listings will remain active. Sellers will continue receiving enforcement notifications via email.
However, if your OTDR is significantly below 90% or you repeatedly fail to meet the requirement, Amazon may still deactivate all seller-fulfilled listings.
OTDR Protection Requirements
For Standard Shipping, you must:
- Enable shipping settings automation
- Enable automated handling time
- Purchase OTDR-protected shipping labels through Amazon Buy Shipping or Veeqo
For Seller Fulfilled Prime and Premium Shipping:
- Ship on time
- Enable shipping settings automation
- Purchase OTDR-protected shipping labels via Amazon Buy Shipping or Veeqo
- Automated handling time is not required for Prime or Premium protection
How to Reactivate Deactivated Listings
If your listing is deactivated:
- Go to the Account Health Dashboard
- Select Other Policy Violations
- Under Product Policy Compliance, find listings marked “Order Performance – On Time Delivery Rate”
- Click Submit Appeal to reactivate eligible listings automatically
Sellers are encouraged to review their shipping settings and Amazon account health performance ahead of February 28, 2026, to avoid disruptions.
