TikTok Shop Strengthens Creator Enforcement Policy for U.S. Sellers and Affiliates

TikTok Shop has released an updated Creator Enforcement Policy for the United States, outlining stricter enforcement measures for creators who violate platform policies or fail to meet performance standards. The policy, effective July 31, 2026, provides greater clarity on how violations are handled, the consequences for repeat offenses, and the appeals process available to creators.

What Can Trigger Enforcement?

TikTok Shop may take enforcement action against creators who:

  • Violate TikTok Shop policies or Community Guidelines
  • Publish misleading or low-quality promotional content
  • Make prohibited medical or weight management claims
  • Post unoriginal or misleading content
  • Attempt to manipulate the platform through fake engagement or multiple accounts
  • Engage in illegal or fraudulent activity
  • Promote products for shops that violate TikTok Shop policies

TikTok notes that severe violations may result in immediate enforcement actions, while repeated violations can lead to progressively stricter penalties.

Stronger Penalties for Repeat Violations

One of the most significant updates is TikTok Shop’s approach to repeat offenders.

Under the new policy:

  • Creators who commit the same policy violation six times within a 90-day period may have their e-commerce permissions removed immediately.
  • Associated commissions may also be frozen regardless of the creator’s Creator Health Rating (CHR).

In addition, if a seller’s TikTok Shop account is deactivated, associated creator accounts may also lose their e-commerce permissions until the seller’s account is restored.

Expanded Enforcement Actions

Depending on the severity of a violation, TikTok Shop may apply one or more of the following actions:

  • Removal of violating content
  • Restrictions on posting shoppable videos
  • Suspension of monetization
  • Removal of product tagging features
  • Reduced content visibility
  • Temporary or permanent account restrictions
  • Freezing commissions and other payments
  • Permanent removal from TikTok Shop
  • Legal action or reporting to relevant authorities in serious cases

AI and Account Health Monitoring

Creators can review their account standing through the Creator Health Rating (CHR) dashboard, which tracks policy violations and overall account health.

TikTok encourages creators to regularly monitor their violation history to identify issues early and reduce the risk of future enforcement actions.

Commission Freezes and Payment Delays

The updated policy also outlines circumstances under which commissions may be withheld.

TikTok Shop may permanently freeze creator commissions if it determines a creator has engaged in:

  • Fraudulent activity
  • Deceptive practices
  • Abusive behavior
  • Illegal activity

The platform also notes that commission payments may be delayed while disputes, returns, refunds, or additional security reviews are being completed.

Appeals Process

Creators have the opportunity to appeal eligible enforcement actions.

Key appeal requirements include:

  • Appeals must be submitted within 30 days of the enforcement action.
  • Only one appeal is permitted for each violation.
  • Approved appeals will result in the removal of associated enforcement actions and restoration of eligible account privileges.
  • Appeals submitted after the deadline will not be reviewed.
